<p>Alexandria Brown: “Is your budget smaller than the SAC budget, why?”</p>
<p>Melissa: This came up at a Towne Meeting, but one argument is that money from the SAC benefits a larger portion of the community; we have added a question to our application in response to this; the presidents are in charge of budgeting and they have thought about it and feel it appropriate</p>

<p>Annemarie Roberts: “Are you eligible to apply for money you want to use after graduation?”</p>
<p>Melissa: Yes, but the money must be accessed while you are still a student, and applied for while you are a student.</p>

-    A student fee we’re proposing, or the state is discussing, a few cents per credit hour going into a renewable energy fund, encourage campuses to adopt better energy conservation, would promote rising awareness<br />
-    How would the money be spent?<br />
o    At new college we’d hope for students to vote<br />
o    Amy and her met with John Martin about a possible sustainability council next semester<br />
-    So basically $16 a year added onto your tuition<br />
-    $12,000 a years<br />
-    We’d want students to vote on what to do with the money<br />
-    UF has passed it with 70% approval rating<br />
-    Fee wouldn’t go into affect next year, probably happen in the 2008-2009 acedemic year<br />
-    Max Feretti: how can we ensure that we’ll actually get to decide where this money goes? It would suck if it just went into the system<br />
-    Amy: at other schools they have a group of student working on this, so we’d hope the sustainability steering committee doing it<br />
-    Rio De La Muerte: “I think sustainability is awesome, but I think right now we’re already at peak oil, so we should have done this a hundred years ago. All you can do is start believing in god, cause god is awesome!” (Cheering)<br />
-    Aaron Rackoff: Do we get matching funds from the state?<br />
-    Amy: it’s still in it’s infancy, so it’s a possibility<br />
-    Max: What can $12,000 dollars do?<br />
-    Dawn: It’s to get this sort of program rolling<br />
-    Amy: If all 11 public universities in Florida pass this, it will be a good symbol at where the student body is at and what we’re willing to do<br />
-    Sam Greenspan: “Will this act as an initiative to do something other than just get funds started”<br />

-    David Banks: You can retrofit a golf cart to be solar powered for less than 500<br />
-    Genevieve Luikart: This is to start New College conserving, and this money would go towards what we can’t purchase right away. Putting money to things like renewable energy credits. You’re money is an investment that the school will use to save money and put money back into the school.<br />

<p>Room Draw Info (Donita)<br />
-    Next week Wednesday a room draw information session will be hald for first years and maybe 2nd years (Wednesday, 5.00 in HCL 2)<br />
-    Floor plans for new dorms with furniture received today and will be put up in cafeteria as P.R. for new dorms<br />
-    They are similar to B-Dorm. B-dorm with the common spaces and Dortstein with the bedrooms<br />
-    A few singles as Viking will go off line next year<br />
-    Floor opened for questions [Discussion]<br />
o    Matt Felsen: How many RAs will there be?<br />
o    Donita: 4 new staff positions, maybe 3, not positive<br />
o    Student: By how much will housing increase?<br />
o    Donita: Probably 10%, this year was 10% and last year was 7%. New Dorms will be priced like Dorstein<br />
o    Student: How many single rooms?<br />
o    Donita: 16, Viking has 28. Not many.<br />
o    Will the new dorms be finished by fall?<br />
o    Donita: Yes. That’s how we’re going, but if there’s a storm or toilets are not delivered, then I can’t speak for that. If you have signed up for a bed and a living space then you will have somewhere to stay. I feel very good that we’ll meet the date that’s on the books.<br />
o    Is there a new student point system?<br />
o    Donita: No, only difference will be the third year ghost point for those third years that couldn’t get on campus this year.<br />
o    How do you know if you have that ghost point?<br />
o    Donita: It will be posted on the window of Res Life<br />
o    Matt: Is there an update on the painting policy<br />
o    Donita: Status Quo remains. As we are constructing there are some not exactly white options. Like the renovated Pei rooms with twilight blue, which is basically white with a slight hint of blue. The days of painted wall are in the past at New College.<br />
-    RA selection happens before room draw.<br />
-    RA selection info sessions next Tuesday and Wednesday. Between 20-22 RAs needed<br />

-    Calder: “I wanted to come up here and clear the air… I would like to apologize for how divisive this PCP was, it was not my intention at all, I’m sorry… I’ll explain what my intentions were: I proposed joke theme of flooding Palm Court… and irony got out of hand this time.<br />

-    Researched as many options as possible, Styrofoam blocks, mist machines, jello, packing peanuts, balloons, “Thank god we didn’t so packing peanuts”<br />

-    My point is: I thought PCP was a huge success, the night we filled up the beach balls was spectacular, people taking pictures, listening to cake and eating cake in the balls<br />

-    Lucia: When I asked why they were being destroyed, and I was told that the airport called…<br />
-    Calder: 30 mile gusts of wind were going to put more on the highway and in the airport. I had to call the schools and organizations and tell them that they weren’t getting the balls.<br />
-    Student: What happened to the Floodlight sphere?<br />

-    Christian Pillsbury: Are you single, and if so, what do you look for in a partner? [Not answered]<br />
-    I wanted to throw an event unlike anything that has ever been seen on any campus<br />

<p>PCP Discussion<br />
-    Robert Byla: I think the whole surprise deal backfired. I remember some incredible PCPs from my first year. The future should have organizers working hard to create an air of excitement, not confusion. The organizer needs to get students riled up for the parties… I urge organizers to work in advance, not use surprise, create an atmosphere that makes people wanna party.</p>
<p>-    Lisa Avron: “I’m disappointed in New College. At least Calder had an idea. Motions: For PCP planner as an NCSA position, they work way way in advance +  we vote on PCPs like we vote for SAC, a table in the cafeteria.</p>
<p>o    If it’s better organized, PCP can be better and please everyone.</p>
<p>-    Bebib Nun: “Centralized theme around this shenanigan, is people wanting to get rid of PCP. But once you give up a freedom, and it is a freedom, it’s very very difficult to get it back. Keep in mind bigger implications of canceling PCPs. In the future I would like to see PCP. I want to motion that however the PCP is being voted for, being very well advertised.<br />
-    Student: “I like PCP being that trippy party. Because PCP is the trippy party tradition. The advertising is especially important for people who live off campus.<br />
-    Spencer: “I love PCP, I think it’s a wonderful tradition. A lot of you like to trip apparently, that’s the impression I get. Maybe here there are a hundred and fifty people. 35% of students live off campus, I make it a point to come on campus once a week to have fun or whatever. We don’t have a lot of varied interest, one night when people can descend on their school and have a lot of fun. [Tells ppl about terrible first PCP] We’re gonna have a great graduation PCP! [Cheering]<br />
-    Sarah Cassidy: I have a suggestion, which I sent to the forum. A lot of the controversy is due to that bad Valentines PCP. Maybe we should have a College Hall Party. We could reserve that space years ahead, remove the danger from the dorms, take it to a space that’s more intimate.<br />
o    What about the noise? …<br />
-    Kiri: Something that bothered me about this PCP, is the lack of chill out room. For the trippy people.<br />
-    Max: I think that there shouldn’t be legislations being made concerning PCP. Maybe we should just make general recommendations concerning large events. Specific legislation (passing a motion with the word PCP) should not be made concerning PCP.<br />
-    Barry: I think Calder was onto something with this PCP. It was just incredible enjoying the beach balls. It changed the whole perception of the community. I’m calling for people to ask themselves “what if” in the future. PCP can be whatever you want it to be.<br />
-    Konnie:  Assigning PCP so far hasn’t been working well. I like the idea of voting for sponsors at the beginning of the year as part of a real election. I think it would help me to work with those people early on. Be careful with all your emotions in voting. Maybe use tonight to make recommendations and continue to have dialogue. Do you have questions? Sarah they’ll never allow alcohol by water. Barry: How’d you describe PCP back in your day?<br />
-    Konnie: A PCP should be a wall x 10.<br />
-    Sarah: How do you make a positive event?<br />
-    Konnie: I don’t know, its hard, you guys are a tough crowd. Having a real committee that’s organized early. It’s all about planning and organization. [Applause]<br />
-    Kerem: We want to have a Towne Meeting in two weeks to have people present and vote on their PCPs.<br />
-    Lisa: I think a ballot would be more fair.<br />
-    Isaac: I think putting this into the government is rash. I motion that we table this. [Seconded]<br />
-    James: I think if we vote whether there are two or three PCPs, incoming first years won’t get to choose.<br />

Next week big event coming up; booked a national Shakespeare company (wild screams) we just happened to be able to book them, this is huge, Wednesday, and Thursday night in Sudakoff. Wednesday is valentines (clapping). If you need help putting together a date, come see me, I’ll help you. The girl scouts will be here selling cookies Tuesday night at dinner, for the next three Tuesdays (clapping). I am having a baby (cheering), in 5 weeks, after that I wont be here [congratulations shouted from the crowd].</p>

I guess we’ll go into this now. Quick background: Last year we passed a resolution to give a status update on RDs…. The whole crew [cheering].</p>

I think a bunch of you are first years so you don’t remember last spring. Last year three new positions were created in student life. As students we wanted to ensure that we could give a constructive [Speak Louder, irate person]. Ben, Marrissa, Isaac, Anthony, and me were the committee. We conducted interviews and surveys to demystify RDs.</p>

A lot of the things we found weren’t any RDs’s faults. We tried to make them reach out more. Things like surveys and attending student events, so you could utilize them as a resource</p>
<p>Anthony_____<br />
Biggest finding: thinks program does have a place at NC. Recommendations: use the RDs as the bridge to cross that metaphorical bridge: to cross 41. We want to make this program work.</p>
<p>Marissa Krumm_____<br />
Important thing you should take from this, the RD program has a place at New College. It is considered valuable, could be considered more valuable. 150 responses to the survey, mostly first years, which shows who uses them. Got job descriptions to see if people knew what was expected of them.</p>
<p>Ben Brown_____<br />
Biggest recommendation, job descriptions of the RDs need to be better defined by student affairs. Help us keep a stable program that works through the different years, rather than a new thing every year. They need to reach out, and involve students more. We think it’s important that the academics and the student side of campus are bridged. Finally we had  a technical, recommendation according to RA Selection Committee.</p>

[description of RA Selection Committee] So important that we end up culling each year. There is a rumor that Donita doesn’t sit on the committee this year, but we want her to be on it this year. We recommend, however that in future a senior RD that knows the ropes takes her place. Has implications for the structure of res life….. Anyway if you wanna meet to talk to about this afterward, one of us will hang aroud. We will also send out an email of recommendations by the end of this week. [cheering]</p>

You saw the email about the 2 weeks notice thing.  You can do it by emailing us, we’ll be setting up an email account. It’s so we don’t get over stressed. We used to get people coming to us the night before for a concert… we’d have to stay up till 1 am and not get any papers written. Wall signups are this Saturday, starting at 7. This Saturday.</p>

The EPC is taking on an academic master plan, essentially what that mean is…. NC is coming up for SACS accreditation. We were originally accredited in 2002, so now we’re coming up with a master plan, also called a strategic plan. So we can plan things like more professors, in advance. The provost as charged the EPC with….<br />
The topic of that meeting was what should first years know after their first years. We got a bunch of stuff like: civic engagement, understanding of ownership of the campus and better writing skills. We didn’t get enough faculty involvement, so it’s on hold. The EPC isn’t sure what a master plan is supposed to look like. The 2002 version  was done in true new college style. Michelson went home, wrote it in three days, ignoring phone calls and other interruptions, and brought it in. [Laughter]</p>

Hey guys. So as you noticed the trees were removed from Pei and B Dorm. I talked to Donita and Chuck, they were removed because they were invasive or messy with plumbing, or were gonna fall. That’s understandable? [Ya!] Students weren’t told, they thought we’d get upset. Let’s make a deal: We will promise to be understanding and patient about things, as long as they tell us. [We already are understanding and patient – Bill]. I know, it’s hard when student are pissed at you constantly [students chuckle], so try. •    Wants to rewrite the election codes to include approval voting.<br />
o    Approval voting is superior to plurality voting in game theory scenarios.  But it does have a problem with majority voting problems.<br />
o    Absentee voting:  overly complicated.  Computer validation system, and several other overly complicated things.<br />
o    According to the election codes, revisions must be brought to towne meeting<br />
o    Someone asks if instant run-off voting would be better.  Max says it would be better in some ways, but it would also be overly complicated.<br />

•    Its been a crazy year.  (Listed a shit-ton of problems.)  But also a lot of good times.<br />
•    Reminds everyone:  there have been a lot of ups and downs, but a lot of small steps to legitimize student voice and secure our status as arbiters of discussion.<br />
•    This year has been a very different year than any other year I’ve been president.  Everyone has a different idea of New College:  you learn not to listen to it.  What makes New College great is the fight for our voice.<br />
•    Don’t think the NCSA is your only voice.  If you want to paint your dorm rooms, let’s talk about it.  Make appointments with administrators to talk about your issues.<br />

o    They have what it takes to be presidentssssss<br />
o    They’re good enough, smart enough and god damnit, people like them.<br />
•    Isaac is always really impressed by how many people take their time to attend the towne meeting.<br />

•    Our job in the NCSA should make it easy to get students to talk to administration.<br />

Erich Matola (IT Q&amp;A)<br />
•    The Real challenge is 98% past.  USF network is being removed.<br />
•    USF, by default is still our ISP, but we don’t need to ask permission for anything, and NCF administers its own network.<br />
•    We are going to be a completely wireless campus soon.<br />
•    Alex: Could you publish what ports are blocked?<br />
o    The only thing that is blocked are bittorrents, which are being investigated.<br />
•    Alex:  Will you let students chime in to the bittorrent discussion.<br />
•    Will we have unique computer IDs?<br />
o    Not necessarily.  IP addresses are too scarce.<br />
•    Calder:  Is porn blocked?<br />
o    It shouldn’t be<br />
•    Max: Port Forwarding?<br />
o    We’re working on it.  We’d like to offer it.<br />
•    Doug:  Do we have a time frame?<br />
o    Voice and data issues are being resolved as quickly as possible.<br />
David Banks and Emily Vassile (Event Request Forms and Ad Hoc noise<br />
committee)<br />
•    Motion as submitted by David Banks and Emily Vasile to the Towne Meeting on October 4, 2006 to form an ad hoc committee to conduct and analyze sound tests.<br />
MOTION:  To form an ad hoc committee of 5-10 active New College student volunteers as headed by [either/both] submitters of this motion to investigate the effects of amplified sound on the campus community and surrounding neighborhood and to compile a report with actable recommendations for reducing off-campus noise complaints.  In meeting this goal, the ad committee will be charged with:</p>
<p>o    Requesting funds for any required sound measurement equipment from the SAC or other funding sources.<br />
o    Obtaining any necessary permits and permissions from the appropriate parties (including but not limited to: Sarasota Municipal administration, Surrounding Bayshore/Sapphire Shores Residents, fellow students and staff)<br />
o    Investigating proper testing procedures and designing an effective noise mapping system.<br />
o    Operating NCSA-purchased sound equipment and similar amplified sound systems during various hours of the day, and throughout the New College Campus.<br />
o    Requesting and employing the services and expertise of non-committee members in designing said testing procedures and purchasing of any needed equipment.<br />
•    The recommendations of this committee may include but will not be limited to: moving event locations, setting limitations on event length, changing average start time, restricting the decibel level of equipment used, optimizing room selection to account for noise, and purchasing different sound equipment.  Any and all actable recommendations and data will be disseminated throughout the student body upon completion by the committee and proposed event alterations will be voted on at the earliest possible towne meeting or by referendum.<br />
•    Nikki and Campbell abstain motion passes.<br />
•    New Event request form<br />
o    Adds a clean-up crew and accountability for messes.  Anyone found to have not cleaned up the area after throwing an event will be subject to the student court.<br />
o    Motion to adopt.  Passes with abstentions.   NOTE:  It is decided that the three-person clean-up crew can be filled with one name (the event sponsor.)</p>
<p>Kerem on big ticket events<br />
•    Xiu Xiu is going to perform in Sudakoff.  Non-students will not be allowed.<br />
•    Should host these events?<br />
•    What about townies?  Should we tag ourselves?<br />

•    Amber- issue isn’t fun against moralism – it’s a lot of money for minor enjoyment.<br />

•    Carolyn Barker- have had 5 sober PCPs.  Other way to do this.<br />
•    Spencer- Strange dynamic to have a lot of people on campus. As an advocate of PCPs, I’d get rid of Valentine’s PCP for more bay front activities.<br />

Announcements<br />
•    Gwen on behalf of Max Ferretti:  Thurs. 5-6 answering questions about proposed mascot change.<br />
•    Raul and Dan:  New college is going green.  Bring your own silverware and plates to the cafeteria to cut down on waste.  Donate unused plates and silverware and sodexho will use it.  Hold your plate, if food service reps touch it, they have to change their gloves between each person.<br />
•    Sat Sept. 23 Jam-Folk band playing at B-Dorm<br />
•    General respect and clean up of ham center after walls are moved inside.  To reduce the use of glass, come to the mocktail party and pick up official wall cup. (RA event)<br />

General Welcome and Introduction to the Towne Meeting and overview   by Paolo<br />
•    There is food at the end.<br />
•    Highest form of government at new college.<br />
•    You can make your own announcements.<br />
Introduce NCSA – Wendy – Donita – Rds (Robin, Thaddeus, and Lacy)<br />
•    All executive officers are introduced.<br />
Calder to go over Robert&#8217;s Rules of Order.<br />
•    Motion made by Matt Felsen to put on the ballot: change The Greatful Dead’s Franklin Tower to “Ride and Dirty” in the NCSA constitution. Seconded.  Discussion: just remove Franklin&#8217;s Tower.  Amendment accepted.  New motion:  Remove Franklin&#8217;s Tower from the NCSA Constitution.</p>
<p>•    Paolo sets discussion time to 30 seconds.<br />
•    Amendment to mash the two songs together.<br />
•    New motion: Ballot item- replace Franklin’s tower with a mashup of Franklin’s Tower and Ride and Dirty.<br />
Gwen!<br />
•    Why did you choose to come to New College?<br />
•    The 4 founding principles really caught Gwen.<br />
•    Reads 4 founding principles of New College.<br />
•    Comportment:  How you carry yourself.  This is very important at New College.  Speak up and keep a dialog with everyone.<br />
•    The physical construction around campus should also reflect the transformation within you.<br />
Karlye Dilts &#8212; SAC:  marathon<br />
•    Committee of 8 students that fund all non-academic student-led activities on campus.<br />
•    Marathon is coming up.  Come with large requests.<br />
Andre – Elections<br />
•    Petitioning week<br />
•    Lives in Pei 116 and box 500<br />
•    Explains petition process and how to get on the ballot.<br />
•    Court justice, legislator and the two first-year SAC positions.<br />
Max &#8212; New College&#8217;s Mascot (or lack of one).<br />
•    The [] is not an empy set (mathematically).<br />
•    Max describes how to make an ad hoc student appeals committee.<br />
•    A majority shows that the towne meeting wants an appeals committee<br />
•    Max is appointed as head of the committee.  Max selects five people.<br />
Student Court.<br />
•    Max F. explains the court justice position<br />
•    Max wants to dress up in a gown and wig.<br />
•    Other justices are introduced.<br />
Tim—Manager of the Four Winds<br />
•    Four Winds opens on Sept. 11.<br />
•    Job applications are still being accepted.<br />
•    Give applications to Annie Roberts or put them in Tim’s box.<br />
Konnie – Amy Goodman.<br />
•    Plantetarium is under renovation,<br />
•    Amy Goodman is coming to town! Sept. 18 at 1:00.  Free tickets available in student affairs.  Her new book “Static” is now available.<br />
Meghan R – community service<br />
•    Working in the student affairs office.<br />
•    She can help you fund volunteer activities and organize car pools.<br />
•    She can also help you get fingerprinted for certain projects.<br />
•    Boys and girls club, habitat for humanity, and several others are<br />
JR &#8211; Elections outside NCF.<br />
•    As a registered voter the entire campus would be able to sway elections.<br />
•    Fitzgerald campaign still needs volunteers.<br />
David Banks – Star Trek marathon<br />
•    This weekend.  All four series.<br />
Sarah – Cheap bikes.<br />
•    New College alum has started ART (Alliance for Reliable Transportation).  You can get a bike for free/cheap if you volunteer.  Or you can donate the money.<br />
•    There is also the bike shop on campus.<br />
Donita –  housing and construction. Parking.<br />
•    Change in food service is being accepted until Sept. 8<br />
•    RDs deal with room changes now.<br />
•    Parking passes are needed by Tuesday Sept. 5<br />
•    Respect the 15 minutes drop zones.<br />
•    Don’t park your bikes on ramps and stairs.<br />
•    RAs remind you to use your own RA first if you get locked out, then try the RA cell phone.<br />
•    Construction update.<br />
o    Donita meets with them weekly, and she is the person to go to if you have any questions.<br />
o    The overpass ramp now has a clear cut to ham centre now.<br />
Karlye- Dance Tutorial<br />
•    Dance tutorial is coming up.<br />
Gwen- glass in palm court<br />
•    Glass in palm court is not cool.  It gets in people feet.  Second round of “official wall cups.”<br />
Amber-New College music performance sept. 9 in sainer. At 8:00PM.<br />
Kerem- Band room<br />
•    Band room forms are in Paolo’s box.<br />
Dan—Recycling<br />
•    Sodexho uses foam plates and plastic silver ware.<br />
•    Sodexho has its own reusable wares that you can request.<br />
Dan—Radio<br />
•    New College Radio<br />
•    Wslr.org<br />
Paolo-<br />
•    Makes a motion to keep pizza at the towne meetings<br />
•    Commotion insues.  Both pizza and babaganoush are good.<br />
Collin<br />
•    Noise complaints.  Be nice about it.<br />
•    Goes over formal noise complaint process with the cops.<br />
•    Come to an RA first.<br />
•    Music can be turned down by the TAs or the wall sponsor.<br />
Elizabeth<br />
•    3:00 pm communal cooking circle in second court lounge<br />
